MEMBERS HOLD THIRD SESSION OF THE YEAR

The Interministerial Technical Committee for the Review of Plans and Programs for the Rehabilitation and Closure of Mines and Quarries, of the Interministerial Committee for Monitoring and Control of Rehabilitation and Closure Works of Mines and Quarries held its third session of the year, this Tuesday, October 14, 2025 in Ouagadougou.

The representative of the Secretary General of the Ministry of the Environment, Boubakar ILBOUDO, invited the participants, at the opening of the workshop, to take an active part in the work and to make comments and observations necessary to improve the functioning of the committee and the texts governing it.

The Director General of the FIE, Delwendé Davy NANEMA, stressed that the workshop aims to ensure effective management of the Mine Rehabilitation and Closure Fund.

During the session, the members attended the presentation of the new decree No. 2025-0582/PRES/PM/MEMC/MEF/MATM/MEEA of May 12, 2025 on the modalities of collection, distribution, management and control of the use of Mining Funds and analyzed its implications; conducted reflections on the preparatory work for the review of the decree establishing the Interministerial Technical Committee for the review of plans and programs for the rehabilitation and closure of mines and quarries; provides an update on the implementation of the interministerial committee's roadmap and outlines the outlook.

Following the presentations, work continued in plenary session and focused on analyzing the implications of Decree 2025-0582 and establishing the next steps.

To ensure effective review of rehabilitation plans and programs and the effective restoration of industrial, semi-mechanized mine sites and industrial quarries, a committee was set up by Interministerial Order No. 2019-554/MEEVCC/MMC/MINEFID/MATDCS of October 30, 2019 establishing the Interministerial Technical Committee for the Review of Plans and Programs for the Rehabilitation and Closure of Mines and Quarries, the Interministerial Committee for Monitoring and Control of Rehabilitation and Closure Works of Mines and Quarries and setting the conditions for validation, disbursement, control of rehabilitation works and determination of eligible works.

Article 8 of this decree states that notwithstanding the various sessions to examine rehabilitation files, the committee meets twice a year to examine proposals for updating rehabilitation plans and to draw up the annual report on the management of the Fund and the status of implementation of rehabilitation plans.

Following the discussions, the participants in the meeting set up a reflection committee to propose texts that will establish a new committee over the next two days.
