The members of the technical committee are meeting to evaluate the actions of the second cycle.

The Environmental Intervention Fund (FIE) organized the technical committee session of the LoCAL Facility mechanism in Burkina Faso on Wednesday, December 17, 2025, in Ouagadougou. The opening ceremony was chaired by the research officer, Bakena Ahmed Karama, representing the Secretary General of the Ministry of Environment, Water and Sanitation.

In his opening remarks, Mr. Karama stressed that the meeting is of vital importance for financing climate change adaptation at the local level and that the presence of committee members testifies to their commitment and interest in the noble cause of combating the effects of climate change and strengthening the resilience of our communities.

The workshop aims to present the implementation status of the LoCAL Facility mechanism in Burkina Faso and to define future directions. It will include the presentation of the technical and financial report on the LoA implementation ; a presentation of the mechanism's implementation status in the three municipalities (Loumbila, Pabré, and Saponé); a review and validation of the municipalities' activity reports; a review and adoption of the municipalities' performance evaluation report; and the formulation of relevant proposals and recommendations on the mechanism's implementation.

Mr. Karama recalled that the implementation of the LoCAL Facility is ensured by the Ministry of Environment, Water and Sanitation through the FIE. “ The mobilization of funds for the deployment of LoCAL in Burkina Faso was formalized by the signing of a Memorandum of Understanding ( MoU ) between the Government and the United Nations Capital Development Fund (UNCDF) in November 2021. Following national consultations, three (3) municipalities were chosen for the implementation of the pilot phase of the mechanism: the municipalities of Saponé, Loumbila and Pabré ,” stated the representative of the Secretary General of the Ministry in charge of the Environment.

As a reminder, LoCAL is a mechanism designed by UNCDF to promote the resilience of communities and economies to climate change by establishing a nationally recognized and internationally recognized standard for channeling climate finance to local authorities in developing countries. It combines Climate Resilience Performance Grants (CRPGs), in the form of additional funding to cover the costs associated with climate adaptation, with technical assistance and capacity-building support.

It should be noted that the implementation of the second funding cycle of LoCAL began in 2025. An annual performance evaluation under said cycle was carried out by an independent consultant and should make it possible to determine the amounts of allocations for the third funding cycle.

The representative of the Secretary General of the Ministry of Environment, Water and Sanitation noted that the LoCAL Facility is expected to be scaled up in 2026 through a sub-regional program ( LoCAL Plus) involving Burkina Faso, Mali, Niger, and Côte d'Ivoire, with a budget of €52,819,497, co-financed by the Green Climate Fund, the West African Economic and Monetary Union (UEMOA), the United Nations Climate Change Development Fund (UNCDF), and national counterparts. The West African Development Bank (BOAD) will be responsible for implementing this program.

Thus, the results achieved and the lessons learned during this pilot phase should facilitate scaling up. " I firmly believe that by combining our efforts, we can gradually establish an effective and sustainable mechanism to combat climate change and strengthen the resilience of our communities ," concluded Mr. Karama.
