THE FIRST NATIONAL WORKSHOP BRINGING ALL STAKEHOLDERS IS OFFICIALLY BEGINNING

The workshop for stakeholders involved in mobilizing endogenous environmental resources, organized by the Environmental Intervention Fund (FIE), began its work this Wednesday, December 3, 2025, in Ouagadougou. The meeting is being held under the theme " Environmental Sovereignty and the Mobilization of Endogenous Resources: Challenges and Opportunities for Burkina Faso ."

The opening ceremony was presided over by Philippe ZANE, representing the Minister of Economy and Finance. According to Mr. ZANE, while international funding remains a significant source, its inadequacy, unpredictability, and sometimes complexity underscore the need to develop sustainable and independent financing mechanisms. " This is precisely the relevance of this workshop's theme: 'Assuring our environmental sovereignty through increased mobilization of endogenous resources ,'" he stated. He noted that this activity aligns perfectly with the vision of His Excellency, the President of Burkina Faso, Captain Ibrahim TRAORE, who urges us to rely, first and foremost, on ourselves and our own internal resources for the development of our country.

According to the representative of the Minister of Economy and Finance, " environmental sovereignty is not a slogan, but a national ambition. It reflects our desire to design, finance and implement our environmental policies ourselves, according to our priorities, values and local realities ."

Mr. ZANE noted that Burkina Faso has considerable potential to finance its environmental sector. This workshop will allow for an analysis of existing mechanisms for endogenous mobilization of financing and their limitations; the identification of innovative approaches adapted to the Burkinabe context; and the proposal of concrete actions for increased mobilization of endogenous financing.

In his address, the Director General (DG) of the FIE, Delwendé Davy NANEMA, recalled that the FIE, operationalized in 2015, is a state fund, stemming from the will of the Burkinabe authorities to to equip itself with a financial tool to address the country's environmental challenges. It aims to be a unifying fund for existing and future environmental financing, constituting one or more of its funding mechanisms.

Regarding the mobilization of external resources, the FIE Director General took the opportunity to emphasize that the FIE was accredited as a national entity for direct access to the Green Climate Fund on February 17, 2025. Furthermore, very good prospects also lie ahead for the FIE regarding its accreditation to the Adaptation Fund, as the process is sufficiently advanced. The completion of these two processes will allow our country to mobilize more resources for environmental actions. However, Mr. Nanema notes, the FIE must not rest on its laurels. That is why we are undertaking numerous actions on the front of mobilizing endogenous resources. " It is within this dynamic that, on the instructions of the Minister of the Environment, Water and Sanitation, the FIE developed the Strategy for Mobilizing Endogenous Resources in Environmental Matters ( SMRE) 2025-2029. The national workshop for stakeholders in mobilizing endogenous resources in environmental matters is directly in line with the actions to be carried out within the framework of the implementation of this strategy ," mentions the Director General of the FIE.

The ambition for the FIE is to institutionalize this event, by organizing it annually, in order to provide a framework for meeting and reflection for state and non-state actors involved in resource mobilization for the environment and climate.

Delwendé Davy NANEMA indicated that the FIE has five (5) thematic funds to meet the financing needs of environmental projects. However, these funds are not all fully operational. And, in its new dynamic, the FIE has undertaken a reorganization of its thematic funds with a view to making them function optimally, taking into account all aspects related to the environment and climate sector.

The national workshop for stakeholders in the mobilization of endogenous resources in environmental matters will be held on December 3 and 4, 2025. It is chaired by the Minister of Economy and Finance and co-chaired by the Minister of Environment, Water and Sanitation.

For the first day of the workshop, the communications will focus, among other things, on: "Experiences of the FIE and State of play of the mobilization of endogenous resources in environmental matters";

"Results of the study on Environmental Taxation in Burkina Faso" and implementation status”; “Legal and fiscal mechanisms conducive to mobilizing financial resources for environmental matters in Burkina Faso (taxes, environmental fees, etc.)”. The day’s subsequent presentations focused on “National procedure for establishing an environmental tax or fee and the role of revenue collection agencies in resource mobilization”; “Budgetary allocations for the environment and climate: budgetary efforts made by the State”; “Thematic fund for the environment and living conditions: Institutional and regulatory mechanisms, the role of different actors, and prospects for increased mobilization of endogenous resources”.
