THE THEMATIC COMMITTEE IS HOLDING ITS SECOND ORDINARY SESSION OF THE YEAR

The "Environment and Living Conditions" Thematic Committee of the Environmental Intervention Fund is holding its second session this Friday, December 5, 2025, in Ouagadougou. Chaired by the Director General of Environmental Protection (DGPE), Dramane SAVADOGO, the overall objective is to review and approve the draft action plan for 2026.

 Specifically, the committee members have to amend and adopt the minutes of the first ordinary session of 2025; present the physical and financial implementation status of the PTBA for 2025; to assess the implementation status of projects from the FIE call for projects 4 on plastic pollution.

They will also look at the implementation status of the agreements of DGPE, ANEVE , ARSN and DGAEUE; the situation of implementation of the operationalization of the plastic waste treatment and recovery centers in the regions of Guiriko (Houet), Djôrô (Gaoua), Nazinon (Manga) and Nakambé (Tenkodogo) and on the state of implementation of the "one household, one ecological packaging" mechanism.

This second ordinary session of the committee also has on its agenda the examination of concept notes and projects submitted to the window (DGAEUE and BERIS INGENIERIE ); the examination and adoption of the draft three-year plastic waste plan 2026-2028; to issue recommendations and resolutions on the topics submitted to the thematic fund.

The Chairman of the Committee, Dramane SAVADOGO, urged members to actively participate in the meeting and to make proposals that could shift the lines, to allow the FIE to better take into account the problems that will arise.

Indeed, in order to ensure the FIE's effectiveness, five (05) thematic committees have been established, each corresponding to one of its five areas of intervention. And, in accordance with the regulations, each thematic committee meets as needed, depending on available funding.

As a reminder, the Thematic Committee is a central level technical body which generally plays the role of assisting in funding decisions and coordinating with stakeholders in the area covered by the thematic fund.

In this capacity, the thematic committee is responsible, within its area of expertise, for ensuring national guidance for calls for projects; facilitating coordination with projects/programs operating in the areas covered by the FIE; examining projects proposed by regional committees, verifying compliance with the rules of the game in the proposed allocations, and verifying the reasons for incompleteness and ineligibility of rejected projects.

The thematic committee is also responsible for assessing the relevance and feasibility of projects, verifying that the themes addressed in the proposed projects are in line with the targeted areas and priorities of the FIE, relevant and consistent with national guidelines, policies and strategies; and reviewing and forwarding to the Director General for validation the projects proposed by the regional committees whose amount is less than or equal to ten (10) million FCFA.

Finally, the thematic committee issues reasoned opinions on projects exceeding ten (10) million FCFA and forwards them to the financing committee for further action. and issues a technical opinion on the validity and relevance of any reallocations made by the regional level between counters and/or sub-counters.
